Born on May 18, 1902 in Coopers Plains, Steuben Co, New York. He was the oldest child of Clifford Clark Walker and Charolette Irene Cooper.
Description
Arthur was of average build who stood about 5 foot 10 inch in height. He was clean shaven with brown hair and blue eyes.

Education
He completed grade school on May 1, 1917 at McArthur School District in Vinton County, Ohio. He went on to attend Warren G. Harding High School in Warren, Trumbull County, Ohio and graduated in June of 1922.
Religion
Arthur was a member of the First United Presbyterian Church in downtown Warren, Trumbull County, Ohio.

- Marriage - Arthur married Frances Elsie Shafer on June 10, 1926 at the home of Frances' parents in Champion Township, Trumbull County, Ohio. Minister E. A. Hibler officiated the ceremony.
- During Those First Years -
- First House - The first house the couple ever owned was at 1454 McMyler Street NW in Warren, Trumbull County, Ohio.
- Children - The couple had two children: one boy - Richard Arthur, and one girl - Jeannette Frances. (Note: His wife Frances had a miscarriage a few years after the birth of her daughter Jeannette)

- 1454 McMyler Street NW in Warren, Trumbull County, Ohio - - This was the first house the couple owned and they both lived there until their deaths.
- Arthur's father-in-law, Judson Shafer, originally owned the house on McMyler but sold in to Arthur and Frances for $400.00. Over the years he made many alterations to the property. The original garage on McMyler was made of corregated steel. Arthur replaced that structure with a two-story cinderblock garage he built. The second story contained a place for storage and the front portion overlooking the driveway was his woodworking shop. Later Arthur poured and finished the parking area and driveway beside his house on McMyler by himself. He also built the picnic area (concrete patio) and large brick fireplace behind the garage.
Working Years
Arthur was employed as inspector in Department 274 at Packard Electric Division of General Motors, Inc. for 45 years. He started working there in 1925 and retired in 1970.
Personal Life
Enjoyed bowling, dancing, playing the saxophone, and he collected stamps and coins.
Death
Arthur died on June 29, 1987 at Trumbull Memorial Hospital in Warren, Trumbull County, Ohio.
He was buried on in 1987 at Champion Township Cemetery in Champion, Trumbull County, Ohio. This cemetery is located on Center Street (Rt 305) in Champion, Trumbull County, Ohio. This cemetery is approximately 7 miles northwest of Warren, Ohio.
