Born January 1, 1928 in Warren, Trumbull County, Ohio to Arthur Erwin Cooper Walker and Frances Elsie Shafer. He was the only son of Arthur Erwin Cooper Walker and Frances Elsie Shafer

T5 Richard Arthur Walker served in the U.S. Army during World War II. Began serving on April 3, 1946 in Cleveland, Cuyahoga County, Ohio and was discharged on October 20, 1947. Served as Military Policeman with the 16th Military Police Company in the 11th Air Force Command in Fairbanks, Alaska as a Technician, 5th grade.

He was buried at Crown Hill Burial Park in Trumbull County, Ohio.
