Born on October 26,1904 in Elanora, Cambria County, Pennsylvania. He was the third oldest child to Frank Briscoe and Josephine Gulakowski.
Description
Joseph was of average build (142 lbs (1940) and height (5 foot 7 inches). He had brown hair and blue eyes.

He was a member of McIntyre Local 3548 UMW of A and Jadnota Slovak Union of Sagamore.
Death
He was killed under a fall of rock in the Kent mine in McIntyre. He also had been warned by a fellow employee to move to a safe spot but ignored the warning and shortly there after he was killed by the falling rock.
Joseph died of a fractured skull in mining accident on May 20, 1948 at the Kent #1 mine in Young Township, Indiana County, Pennsylvania.
He was buried on May 24, 1948 at St. Bernard's Cemetery in Indiana, Indiana County, Pennsylvania.
