Born April 29, 1906 in Bigler, Clearfield County, Pennsylvania. He was the second oldest child of ten children born to Johan Petrilla and Juliana Alice Minarcik.

Description

Frank was of average build (156 pounds in 1940) and stature at five foot 10 inches. He had a dark complexion with brown eyes and brown hair.
