Born on April 5, 1946 in Parkersburg, Wood County, West Virginia. She was a child to Rudolph Charles Cline and Shirley Arlene Swisher.

Dolly was short of stature (5 foot 1 inch) and of average build. She had blonde hair and green eyes.
